PARKS JUNE, 1980 <br />PARK AND nPFN SPACE GOALS AND POLICIES <br />Orono's Park and Open Space Plan is based upon the following Goals <br />and Policies, which in turn are consistent with the other elements of <br />Orono's Land Use and Community Management Plans: <br />PARK AND OPEN SPACE GOALS <br />1. TO PROVIDE OPEN SPACE AND RECREATIONAL OPPORTUNITIES DIVERSIFIED <br />ENOUGH TO SERVE ALL ORONO RESIDENTS. <br />2. TO PROTECT AND PRESERVE NATURAL RESOURCE AREAS AND WILDLIFE HABITATS. <br />3. TO PROVIDE CITY PARKS AND RECREATIONAL FACILITIES NECESSARY TO <br />COMPLEMENT REGIONAL AND PRIVATE FACILITIES. <br />4. TO ACHIEVE THE ABOVE GOALS WITHIN THE FINANCIAL CAPABILITIES OF THE <br />CITY AND ITS CITIZENS. <br />GPNERAL PARK AND OPEN SPACE POLICIES <br />1. EVERY RESIDENCE SHOULD HAVE ITS OWN PRIVATE OPEN SPACE. <br />Individual open space can be tailored to individual <br />recreational desires. Individual open space is the <br />most accessible place of outdoor recreation, affording <br />frequent use and therefore improved community health. <br />i>rlvate open space is the least expensive form of <br />outdoor recreation, both to homeowner on a use basis, <br />to the nation on an energy conservation basis, and to <br />the public on a total-cost basis. This policy is <br />consistent with the city's environmental commitment <br />to preserve open space and to limit and improve the <br />quality of surface water runoff. <br />2. NEW DEVELOPMENTS WILL BE ENCOURAGED TO COORDINATE PRIVATE OPEN SPACE <br />WITH PUBLIC RECREATIONAL PLANS. This includes providing <br />complementary land uses and complementary recreation <br />facilities. This includes encouragement for providing <br />a private trail system coordinated with the public bike- <br />hike and Luce Line trails. <br />CMP 8-8
