n <br />CITY OF ORONO <br />COMMUNITY MANAGEMENT PLAN <br />PART II CHAPTER 8 <br />I <br />a <br />L <br />1 <br />PARK AND OPEN SPACE PLAN <br />INTRODUCTION <br />The provision of adequate parks and open space areas in a city is an <br />essential element in making a city more "liveable". The increased <br />leisure time, higher incomes and greater awareness of physical fitness <br />among the population has resulted in increased demands for adequate <br />recreation areas and facilities. Thus, it is important for a city to <br />develop a total strategy for meeting these needs in an efficient, <br />economical manner. <br />This Park and Open Space Plan is a refinement and restatement of the <br />ongoing planning practice of Orono citizens. It respects and maintains <br />the historic development patterns of the City. It continues the basic <br />open space concepts established by the first organized comprehensive <br />planning attempts in the mid 1960's and is an updated version of the <br />1974 Orono Village Comprehensive Guide Plan. <br />This Plan is prepared and presented for the following purposes: <br />1. THE PARK AND OPEN SPACE PLAN IS INTENDED TO IDENTIFY AND LOCATE THE <br />RECREATION AND OPEN SPACE NEEDS OF THE CITY AND ITS CITIZENS. Park, <br />recreation and open space requirements are directly related to a <br />community's land use plans. Public recreation needs are also related <br />to the availability of alternative leisure time activities. Thus, <br />Orono*s urban neighborhoods are seen to require different forms of <br />open space and park land than our rural areas. <br />2. THE PARK AND OPEN SPACE PLAN IS INTENDED TO BE A MANAGEMENT TOOL FOR <br />CITY OFFICIALS, CITY STAFF, AND OTHER PARTIES INVOLVED IN DEVELOPING, <br />MAINTAINING AND MANAGING RECREATIONAL PROGRAMS AND FACILITIES IN ORONC <br />The Park and Open Space Plan indicates to citizens and local officials <br />the location, type and function of the various parks, open space areas <br />and recreational facilities available in the City, and indicates <br />relative priorities in the use and improvement of these facilities. <br />The Plan can assist in reviewing development proposals for areas <br />impacting existing facilities. The Plan can identify future open <br />space requirements and can assist in planning for acquisition of <br />additional properties either for immediate improvement or to protect <br />areas designated for parks and open space from being converted to <br />other land uses. <br />CMP 8-1
