Needed for Frontage Road Background In 1987 the City adopted Comprehensive Plan Amendment No. 2 (see Exhibit K) which included the future development of a frontage road between Brown Road and Willow Drive, paralleling Highway 12. The purpose of this planned frontage road was to reduce and/or eliminate access directly to and from Highw-ay 12, generally for safety and traffic flow reasons.
