The water plant provides iron and manganese removal, <br />softening, chlorination, and fluoridation. The plant is 26 years old and is in need of substantial <br />rehabilitation. Bonestroo and Associates, the city's consulting engineer, has conducted a study to <br />identify the specific areas of rehabilitation necessary to ensure the plant continues to adequately <br />serve the Navarre area well into the future. These needs include the replacement of the three water <br />softening filters, replacement of the current plant controls with an electronic control system, a <br />substantial rehabilitation of the iron and manganese removal filter, and ventilation/dehumidification <br />improvements. <br />The cost of the rehabilitation project is estimated at $740,000. It is proposed that the project be <br />funded using the following sources: <br />1. $200,000 from water fund reserves <br />2.$263,000 from special assessments levied against all properties in the Navarre water service <br />area. ($350.00 per property paid over 5 years) <br />3. $277,000 from an internal loan from the building fund to be repaid over 10 years, with <br />interest, from water fund operating revenues. <br />The Council has reviewed a feasibility study for the rehabilitation project, and has authorized a <br />public hearing to receive comments from the public regarding the project. <br />After receiving the public comments, the Council will determine whether to authorize the <br />preparation of plans and specifications and the advertising for bids for the project. <br />COUNCIL ACTION REQUESTED: r um r <br />Motion to authorize the consulting engineer to prepare plans and specs and advertise for bids for the <br />Navarre water plant project.
