Outlot A and B will be created to hold the open space in common <br />ownership. A homeowner's association will be created. <br />PLANNED RESIDENTIAL DEVELOPMENT <br />The purpose of the planned residential development (PRD) is to enhance the appearance of <br />neighborhoods through preservation of natural open spaces, to counteract the effects of urban <br />congestion and monotony, to provide cohesive structure to neighborhood design, to offer recreation <br />opportunities close to home, and to aid in improving the welfare in general of city residents. <br />The proposed development provides a type and style of housing that is generally not available in <br />Orono. By clustering the townhomes in three rows, the proposal preserves wetlands. Trees on site <br />outside of the construction area will be retained. <br />PRD Standards <br />Open Space <br />The dedication, ownership, use and maintenance of open spaces created by the application shall be <br />subject to conditions deemed necessary by the Council to assure the preservation of such open spaces <br />for their intended purposes. The developer shall provide developer's agreements that address <br />ownership, use and maintenance of open spaces. This shall include covenants regarding prohibiting <br />open space use for vehicle storage or accessory structures. The developer has provided a <br />landscaping plan for the open space area which has been sent to the City's Landscape Architect <br />consultant. The consultant has indicated that he is concerned about the landscape plan as submitted. <br />He indicated that a landscape plan should be created after it is determined on site which trees will <br />remain. The developer should also address how residents will be able to use their yards, specifically, <br />gardens, patios, outdoor storage, etc. <br />Dedicat ion of Open Space <br />The dedication and ownership of such open spaces shall be through a homeowner's assocation. The <br />developer shall provide copies of all agreements regarding the homeowner's association. <br />Site Plan <br />The proposed site plan, including location, spacing and basic design of the proposed buildings, street <br />and parking plans, water and sewer plans, open space for park and recreational purposes shall be <br /># 2308 Brook Park Realty <br />3560 Shoreline Drive <br />PRD and Prelim.
