r t <br />! <br />8. Existing and proposed hardcover must be reported by the applicant <br />or his agents on standard worksheets which Staff will review for <br />accuracy and completeness. Staff will not normally visit a site to <br />measure existing hardcover except to confirm the information <br />submitted. <br />9. Staff will be skeptical of builders'/homeowners' attempts to remove <br />necessary items of hardcover in order to satisfy the requirements to <br />avoid the variance process. Staff will advise applicants that such <br />attempts followed later by variance requests to gain such hardcover <br />back, are not likely to be honored. <br />B. Possible Actions for Consideration <br />0. Consider whether current hardcover standards should be relaxed to <br />decrease the number of variance requests; consider whether the current <br />variance system is making any progress toward City's long-term goals; <br />and consider whether the effort expended on regulating hardcover <br />could be better channeled elsewhere. <br />Then, assuming you conclude hardcover regulation is here to stay: <br />1. Formalize the hardcover policies in the form of a Resolution, <br />rewording and clarifying as necessary and including whatever diagrams <br />or tables are appropriate. Create a more comprehensive hardcover <br />handout including some of the background information from this <br />Analysis. <br />2. Adopt a policy that allows landscape fabric to be counted as non <br />hardcover in zones other than 0-75'. <br />3. In 0-75' zone, establish a policy that landscape beds lined with <br />fabric will not be allowed, that it is City's intent that the 0-75' shoreline <br />areas shall maintain a natural vegetated appearance, and reiterate that <br />the only allowable hardcover is 1) One 4' wide stairway and landings; <br />2) One 20 s.f lockbox; 3) One 'lift'; and 4) Retaining walls if approved <br />via CUP/variance. <br />4. Establish whether portable play structures and portable screen <br />rooms will be considered as hardcover. Reconsider whether other <br />items currently listed as hardcover should not be listed. <br />5. Investigate and adopt fertilizer use standards (by Ordinance or by <br />Resolution).
