7.The existing private easement road at the southeast corner of the property has a <br />curve radius of app roxima tely 100 feet that does not meet City standards and as a <br />result has poor sight distance due to existing topography and vegetation. The <br />primary mound drainfield site for Lot 2 is just 15 feet from near the inside of this <br />curve. Planning Commission on SeptemberlS, 1997 recommended that public <br />right-of-way be dedicated over this portion of private road to allow a future upgrade <br />of this curve to conform-as dosciy as possible to the rcqutfed-275 foot curve radiu s <br />for a 30 mph road. Planning Commission further recommended as follows; <br />ar ------That that the City grant an easement over the newly dedicated right- <br />of-way in favor Lot 2 for t.onstruetfdn; use a nd maintenance of <br />a septic system use, with the stipula tion-tha t the City will not <br />upgra de the road in a manne r that imp.>ets the septic system until <br />such time that the system is no longer in user ; and recommended <br />hr That ihal the subdivider be financially responsible for make sight <br />distance improvemepf*' to the existing curves—subject to <br />rccomnacndatiors from oversight by the Public Services Director <br />and City Engineer. Council further finds that no upgrades to this curve shall <br />be required as part of this subdivision approval. Further, the City <br />will allow the septic system to be located within 5 feet of Outlet C <br />via an administrative variance. <br />8 This subdivision is subject to review and approval by the Minnehaha Creek <br />Watershed District. <br />The subdivider shall not be required to upgrade Lyman Avenue at -this time as part <br />of this approval . <br />Page 4 of 9
