Because Council just approved a 3 1/2' fence within <br />the right-of-way on the property immediately to the east at a location 15' from the paved <br />roadway, it would seem reasonable to staff that the proposed arborvitae hedge on this <br />property also meet that 15' setback standard. Applicant also proposes arborvitae along the <br />east lot line to the lakeshore, which does not require a variance and which appears to be <br />acceptable to Brooks. <br />Staff Recommendation <br />Staff recommends approval of the hedge at its staked location 15' from the paved roadway. Staff <br />recommends approval of the metal gate on brick posts subject to no paving or graveling of the <br />i^proach to that gate. <br />Regarding the proposed driveway apron expansion, staff perceives the existing driveway as too wide, <br />but it was ^proved by Council at this width with the approvals for remodeling of the existing house. <br />The expansion will tend to make the perceived width even wider, although the actual width at the <br />right-of-way line does not change. A tradeoff would be to suggest that applicant narrow the driveway <br />before adding the new flare, but off-street parking would be lost and replacement parking could only <br />then be in the area directly to the east of the existing house, which would place more hardcover <br />nearer the lake. The proposed driveway expansion may be appropriate in this context, and will not <br />create an unsafe situation. <br />Options for Action <br />Planning Commission should separately address the three issues of the proposed gate in the right-of- <br />way within the 0-75' zone; the proposed driveway expansion; and the proposed plantings within the <br />right-of-way. Planning Commission should recommend approval, conditional approval, or denial. <br />If additional information is needed, tabling would be appropriate.
