Orono Mayor and CouncUmenibcrs From: UU McMillan, LMCD Orono representative <br />Date: October 22. 1997 <br />Subject: LMCD update <br />Here is a brief review of major issues of the LMCD during the past month: <br />1. Ordinances: <br />-amended "High-Water Emergency" ordinance to eliminate the <br />following seven bays from the list that requires minimum wake for <br />the entire bay. During high water, minimum wake will still be in <br />eHect 600 feet from shoreline in ^ese bays. The bays removed are <br />Echo, Veterans, Old Channel, Smithtown, Harrisons, Carmans and <br />Smiths Bay. Reasoning: due to the open-ended nature of these bays, <br />it was hard for boaters to distinguish and the Water Patrol to <br />enforce the ordinance in these locations. <br />-considering re involvement with issuing special events permits <br />%s^ch are currently handled by the Water Patrol. Reasoning: LMCD <br />would like to get a better handle on the toiumament usage occurring <br />on the lake and attempt to control spread of exotic species. Issues <br />raised are duplication of Water Patrol functions and concern about <br />permit fees. <br />-considering ordinance prohibiting the "commercial launching" of <br />boats on the Lake without prior inspection or proper w^ihing for <br />control of exotics. <br />2. Management Plan Review: <br />‘ the LMCD Board and staff have started monthly workshop sessions <br />to review the comp plan and decide if it needs updating. <br />3. Personal Watercraft Forum <br />-the Lake Minnetonka Association coordinated a panel discuss! <br />10/11/97 dealing with PWC issues. <br />on
