Briefly, applicants originally <br />proposed a four lot subdivision in 1991 but withdrew the application prior to Council action. <br />The proposed four lot subdivisi«-n was again submitted in June 1997 for sketch plan review, <br />at which time Planning Commission reviewed issues including access to the property and the <br />neighborhood road situation; the number of lots; the need for wetland delineations; confirmation <br />of septic testing; and the need for a number of variances. Planning Commission also reviewed <br />the issue of back lots requiring three acres, and whether platting a cul-de-sac within the <br />property would solve a number of problems. <br />Applicants submitted a formal 4-lot plat which was leviewed by Planning Commission in <br />August. That plan proposed a cul-de-sac just east of the adjacent residence at 1290 Lyman <br />Avenue. The cul-de-sac eliminated the alternate drainfield site for the fourth lot. Planning <br />-2l-dj3
