#2251 - Whitehead Sketch Plan <br />June 12,1997 <br />Page 2 <br />Access to the site is via Lyman Avenue, a long, narrow dead-end road connecting with Smith <br />Avenue and Orono Orchard Road. The westerly paved portion of Lyman is City-maintained <br />dedicated right-of-way; the unpaved easterly portion serving applicants home and 4 others, consists <br />merely of unplatted driveway easements, and is privately maintained. <br />Proposed lot area data is as follows: <br />Dry Wetland*Total <br />Loti 2.0 ac 1.9 ac 3.9 ac <br />Lot 2 2.0 ac 0.3 ac 2.3 ac <br />Lot 3 (w/house)2.3 ac 0.3 ac 2.6 ac <br />Lot 4 2.0 ac -2.0 ac <br />Outlot A 0.22 ac -0.22 ac <br />Outlot B 0.33 ac -0.33 ac <br />8.85 ac 2.5 ac 11.35 ac <br />♦There appear to be additional non-Orono-protected wetlands on the property which have <br />not been delineated but which appear on the National Wetland Inventory Map <br />Because this subdivision is extensively discussed in the attached 1991 staff memos and Planning <br />Commission minutes, please refer to those memos (especially the staff memo of February 14,1991) <br />for detailed discussion of the following issues: <br />A) Upgrade of Lyman Avenue <br />B) Access to proposed lots <br />C) Septic issues <br />D) Lot standards <br />Code and Regulatory Changes Since 1991 <br />There are a number of City Code changes as well as State and Federal regulations changes since <br />1991 which will impact this subdivision: <br />'Back Lot' performance standards adopted in 1993 will require that Lots 1 and 2 meet <br />150% of the 2-acre lot area requirement, and 150% of the yard depth requirements. <br />Will the City grant a variance for the extra acre to be wetland rather than dry <br />buildable? <br />The wetlands on the property are now regulated by the Wetland Conservation Act as <br />well as City regulations. At least one additional wetland not on City maps is shown <br />on the National Wetland Inventory map and will have to be delineated. Tlie location <br />of this wetland will have an impact on Lot 2's proposed house location. This
