Request for Council Action continued <br />Page 4 <br />September 18,1997 <br />#2279/2280 G. Marc and Tracy S. Whitehead, 1220 Lyman Avenue - 3 Lot Subdivision and Right- <br />of-Way Vacation - Preliminary Plat Approval <br />unrestricted ownership, or to be owned in common with 1290 Lyman Avenue? <br />3. Does Council have any concerns with the various findings and conditions of the <br />attached resolution? <br />4. The City Engineer has been asked to comment on the revised plat, which no <br />longer includes any stormwater facilities. Applicant notes this is because no new <br />road will be constructed. Staff recommends that this be reviewed by the City <br />Engineer, and it is noted that the subdivision is subject to review and approval <br />by the Minnehaha Creek Watershed District. Does Council have any concerns <br />regarding stormwater? Note that a driveway plan will be required to detail the <br />drainage and excavation necessary within Outlot B. <br />Staff Recommendation <br />Staff generally concurs with the Planning Commission recommendation. This subdivision <br />proposal has undergone a number of refinements since the earlier four lot plan, and in staffs <br />opinion the current proposal has the least degree of impact on the property and on the <br />neighborhood as compared to prior proposals. <br />Staff has always expressed a concern that additional residences on long, narrow road systems <br />lead to increased safety concerns. Those concerns must be balanced against preservation of the <br />character of existing neighborhoods as well as the financial impacts of upgrading those road <br />systems. <br />COUNCIL ACTION REQUESTED: <br />Address the issues noted above and any other issues of concern, and if Council so chooses, <br />adopt the attached resolutions for vacation of the "lane" at the northwest edge of tl "i property, <br />and granting preliminary plat approval subject to specific conditions. Certain of those <br />conditions may need to be revised depending on Council's direction regarding road upgrades.
