ORONO CITY COUNCIL MEETING <br />MINUTES FOR AUGUST 25,1997 % <br />ROLL '^yo <br /><9 <br />% <br />The Council met on the above mentioned date with the following members present:^'' ■ <br />Mayor Gabriel Jabbour, Council Mentf>er5 J Diann Goetten, Charles Kelley, and Barbara <br />Peterson. Richard Flint arrived at 8:1S p.m. during agenda item #9. Representing Staff ' <br />were City Administrator Ron Moorse, City Attorney Tom Barrett, Senior Planning <br />Coordinator Michael Gaffron, Planner/Zoning Administrator Elizabeth Van Zomeren, <br />Public Services Director Gr^ Gappa, City Engineers Gleim Cook and Tom Kdlogg, and <br />Recorder Sherry Frost. Mayor Jabbour called the meeting to order at 7:00 p.m. <br />(#1) JIM DANIELS - LAKE MINNETONKA COMMUNICATIONS <br />COMMISSION > 1998 BUDGET <br />Jim Daniels, Administrator for the Lake Minnetonka Communications Commission, was <br />present to update the Council on the activities of the Commission as well as answering <br />questions regarding the proposed budget. He indicated Chair Pattrin was unavailable to <br />attend the meeting. Daniels said monthly updates are sent to the Mayor for his review. <br />Daniels informed the Council that the Commission has gone through filings with the FCC <br />relating to Triax submitting for small provider status. A disagreement on fees resuhed in <br />an extensive filing. 1 he FCC decided in fiivor of the Comnussion, and the fee <br />reimbursements will be retroactive and total about $150,000 in savings He noted there <br />is a 60-day appeal allowance in the process. <br />Daniels asked the Council to move forward regarding an ordinance r^ulating the use of <br />p^lic rights-of-way in compliance with the recent legislative directive ruling in favor of <br />cities. He said Moorse has received the draft information. Jabbour asked Moorse about <br />this information. Moorse said he was reviewing it and has received additional <br />information from the League of Cities for adoption of a City ordinance. Daniels indicated <br />there is some difference in the language that should be paid attention to between the draft <br />from the Comnussion and from the League of Cities and asked the City to make a <br />comparison. <br />Daniels said the opening of the north studio has been successful. The Long Lake <br />Chamber of Commerce is using it, and the studio is receiving good recognition. Training <br />sessions have also been popular. <br />Daniels noted the 1998 Commission budget has been received by the Council. He s^d <br />they are working on an early franchise renewal with Triax. It is scheduled to expire in <br />mid 1999 but would like to r^uild it sooner than that.
