Gaffron <br />Title Senior Planning Coordinator <br />Administrator Reviewed:Agenda Section: <br />Zoning <br />Item Description:#2267 John O'Sullivan, 3340 Shoreline/2380 Shadywood Road - <br />Commercial Site Plan Review - Proposed Driveway from Culver's Site <br />to Shadywood Road - Resolution <br />List of Exhibits <br />A - Resolution <br />B - Notice of Council Action 8/21/97 <br />C - Easement Agreement <br />At your August 11 meeting, Council voted 5 to 0 to approve the proposed access to <br />Shadywood Road, conditioned on: <br />1. Temporary approval only, subject to review with comprehensive church site plan. <br />2.Property owner to add a 6' section of railing along the sidewalk adjacent to the <br />northwest restaurant doorway exit. <br />3. No parking lot cross-hatching is required at the northwest restaurant exit, and no <br />stop sign will be required where the new access enters the parking lot. <br />Although not specifically included in Council's approval motion, staff has included in the <br />attached resolution two additional conditions which were in the staff recommendation: <br />4. <br />5. <br />Applicant shall make changes to the existing parking configuration, which shall <br />include elimination of the last parking stall adjacent to the westerly Shoreline <br />Drive exit, and reconfiguration of the parking lot curbing near the new access <br />to create additional green space. <br />Approval subject to driveway construction plan approval by staff; Hennepin <br />County access permit as well as a City land alteration permit will be <br />required. <br />Shared Parking <br />Although not discussed by Planning Commission or Council, it is noted that the easement <br />agreement between O Sullivan and Adam Smith Company includes an easement for Culver's <br />overflow parking to use the conceptually proposed parking spaces in the west half of Navarre <br />Lane as overflow for the Culver's operation.
