Request for Council Action continued <br />Page 3 of 4 <br />August 7, 1997 <br />Zoning File #2267 <br />Staff Recommendation <br />Staff acknowledges the need for an additional access for the site. The access location as proposed <br />is limited by the church building still remaining on the site. If the church was gone, it would be <br />feasible to push the access further from the intersection. Absent an approved comprehensive site <br />plan for the church property, it is difficult to know whether the proposed access site wUl be in the <br />optimum location to serve that site, and the City has made no conclusion as to whether the church <br />site should ultimately have one or two accesses. <br />In staffs opinion, the right in/right out limitation, while perhaps enhancing safety, does not result <br />in a solution to O'Sullivan's traffic dilemma. <br />Based on the above, staff recommends as follows: <br />1. If the proposed access is approve^!, it should be approved only on a temporary basis, with <br />the understanding and agreement by O'Sullivan and the church property owner, that the <br />City reserves the right to require the access location be moved if it becomes a problem at <br />the proposed location, or if comprehensive site plan approval for the church property <br />ultimately requires that the access location be moved further north. <br />2. <br />4. <br />A segment of railing should be extended along the sidewalk adjacent to the northwest <br />restaurant doorway exit. <br />Changes to the submitted parking plan should be required as noted on Exhibit C, <br />including: <br />a. Elimination of the last parking stall adjacent to liie westerly Shoreline Drive <br />exit to the site; <br />b. Reconfiguration of the parking lot curbing near the new access to create <br />additional green space in an area unsuitable for head-in parking. <br />Approval will be subject to driveway construction plan approval by staff, and subject to <br />a Hennepin County access permit as well as a City land alteration permit. <br />Since this was a denial recommendation by Planning Commission, staff has not drafted a <br />resolution. If Council concludes that the access should be allowed, staff would draft a resolution <br />that incorporates the above noted conditions, as well as formally approving the creation of an <br />easement across the church property, and acknowledging the use of conceptually vacated portion <br />of Navarre Lane for the access.
