SEC. 10.32. PRD PLANNED RESIDENTIAL DEVELOPMENT. <br />Subd. 1. Purpose. This plan is available to land <br />subdividers subject to Council approval, as alternative to standard <br />minimum lot size subdivision of land. The purpose of this plan is <br />to enhance the appearance of neighborhoods through preservation of <br />natural open spaces, to counteract the effects of urban congestion <br />and monotony, to provide cohesive structure to neighborhood design, <br />to offer recreation opportunities close to home, and to aid in <br />improving the welfare in general of City residents. <br />Subd. 2. Submission of Plans. Land owners may submit <br />land subdivision plans for any "R" District without adherence to <br />minimum lot size requirements for each building lot, provided that <br />the total number of building lots, or dwelling units, shall not <br />exceed the number of such lots or units permissible under the <br />minimum lot size requirements of the zoning district or districts <br />in which such land is situated. ! <br />Subd. 3. Council Discretion. The dwelling units <br />permitted may be, at the discretion of the Council and subject to <br />the conditions set forth by the Council, in detached, attached or <br />multiple family dwelling structures; subject to the limitations <br />provided for in each zoning district. <br />Subd. 4. Open Space, Etc. The dedication, ownership, <br />use and maintenance of open spaces created by the application of <br />the Planned Residential Development shall be subject to conditions <br />deemed necessary by the Council to assure the preservation of such <br />open spaces for their intended purposes. <br />Subd. 5. Dedication of Open Space. The dedication and <br />ownership of such open spaces may be through: (1) Homeowners <br />Association; (20 Landlord Maintenance; (3) Special Service <br />District; (4) Municipal Ownership; or (5) any other method deemed <br />appropriate by the Council to accomplish the purposes of this plan. <br />Subd. 6. Site Plan. The proposed site plan, including <br />location, spacing and basic design of proposed buildings, street <br />and parking plans, water and sewer (public or private) plans, and <br />plans of opan space available for park or recreational purposes, <br />shall be submitted for approval by the Planning Commission and the <br />Council. <br />Subd. 7. Hearings. The Council may direct that a public <br />hearing be held to review such plans. <br />Subd. 8. Final Approval. ’ Final approval shall not be <br />granted until all conditions set by the Council are met; and, <br />further the Council shall not approve any such Planned Residential <br />Development prior to the legally binding establishment of the open <br />space dedication, ownership and maintenance provisions, such <br />provisions to be guaranteed by bonding or other means satisfactory <br />to the Council. <br />Subd. 9. Subdivision Requirements. All provisions of <br />subdivision procedure established by the City Code except as <br />modified herein above, shall govern applications under this plan. <br />Source: Municipal Code <br />Effective D'^te: 9-14-67
