TH 12 Minutes/June 4, 1997 <br />page -3- <br />ITEM <br />ITEM <br />(4) Do RR cars slow down in populated areas?... <br />(A) When they do slow down, we receive complaints <br />about trains making too much noise. The RR does <br />work with the community to find a resolution <br />(5) Who has the authority to regulate the speeds? <br />...(A) No one knows, can't do with passanger trains <br />because they are covered by federal regulations, so <br />we (RR & Community) need to work together. <br />(6) How much preparation time would the RR need <br />prior to TH 12 construction?... (A) Detour track <br />needs to be done, estimate one summer, if the grade <br />is complete. NOTE: RR must remain operational, must <br />keep traffic flowing. There are several problems in <br />staging which MnDOT must consider. <br />VIDEO “Understanding Horizontal Alignment' <br />AND BREAK <br />ALIGNMENT & PROFILE - Tom O'Keefe discussed some of <br />the constraints under which MnDOT must work: <br />(1) "Staying out of parks" is covered under both <br />Federal and State Laws. <br />(2) "Wet Lands" must avoid, minimize impact <br />(3) "Maintain Design" priority/safe to travel <br />(4) "Local Concerns: example/need for bridge <br />crossing at Brown Road, needs of the School <br />Districts, and cities. NOTE: The needs of the <br />railroad drives the profile. <br />REALIGNMENT PROPOSAL - Tom O'Keefe with assistance <br />from townhouse representatives presented handouts <br />from a neighborhood meeting held the previous night, <br />proposing the highway be moved to the South (further <br />away from old TH12 and the townhouses). Tom <br />explained "We are looking for feedback, nothing is <br />locked into...,anytime a proposal to move the <br />alignment is received for the road, it will impact <br />someone negatively...that is why we must consider <br />a. 5 review everything. (The drawings presented are <br />in "English" <br />scale, not metric). <br />The following comments were recorded during <br />discussion: <br />* Future "Bike Path" demand for a wider corridor * <br />Noise alleviated by moving roadway farther from <br />populations * Start curve @ Country Club...move <br />J
