— / <br />r <br />t MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON JUNE 9,1997 <br />(Mayor/Council Report - Continued) <br />Flint asked what the next step is in the Spring Hill Golf Club construction process. <br />Gaffi*on said the developer's agreement has been drafted and has been signed by Andy <br />Hunter. Improvements steps have begun. Tree cutting and moving has started. The land <br />alteration permit was issued on this date. A pre-construction meeting is scheduled for <br />Thursday of this week. Jabbour said Hunter complimented the City on their <br />thoroughness in reviewing the application. <br />GafBron said the last issue for resolution is the trail agreement. Flint was sent the <br />proposed agreement for his review. <br />Kell^ questioned whether the City has r^dved information on the Orono Golf Course <br />infiingement on a neighboring property. Moorse said he is reviewing the issue. <br />Jd>bour asked Staff to work with Cliff Otten on the ingress/egress problem. Gappa said <br />a change ord^ would be presented at the next Council meeting. He has asked the bike <br />trail contractor to present estimates for completing the project. Jabbour said he <br />appreciated the immediate action taken by the Public Works Department. <br />ENGINEER REPORT <br />(*#11) ENGINEER SCOPE OF SERVICES FOR NORTH FERNDALE ROAD <br />PLAN <br />Goetten moved, Kell^ seconded, to approve the May 1997 proposal for engineering <br />services from Bonestroo and Associates for the North Femdide Road Improvement <br />project. Vote: Ayes S, Nays 0. <br />(#12) NORTH LONG LAKE/LONG LAKE COUNTRY CLUB ADDITION <br />SEWER PROJECT EASEMENT - EMINENT DOMAIN - RESOLUTION NO. <br />3915 <br />Jabbour asked that due process be followed. <br />Gappa noted that the digging and laying of sewer pipe began on this date. <br />Gappa reported that the Anderson's have made a formal appeal to the district court <br />r^arding their assessment. A new septic had recently bem installed on the property. <br />Gappa said he spoke with Mr. Anderson regarding the easement to allow the sewer to <br />serve the Gardener property to the north. Anderson is unwilling to approve the easement <br />since he has appealed the assessment and is concerned that approving the easement may <br />affect his rights regarding the assessment appeal. Anderson asked that Gappa contact his <br />attom^r. Gappa said he discussed with him that eminent dommn proceedings will begjn <br />and the easement and assessment appeals wilt be worked out.
