Responsibility for both the accuracy of the data, and the completeness and <br />fairness of the presentation, including all disclosures, rests with the City. To the best of our knowledge <br />and belief, the enclosed data is accurate in all material respects and is reported in a manner designed to <br />present fairly the financial position and results of operations of the various funds and account groups of <br />the City. AH disclosures necessary to enable the reader to gain an understanding of the City’s financial <br />activities have been included. <br />The Comprehensive Annual Financial Report is presented in four sections: Introductory, Financial, <br />Statistical, and Internal Control Structure and Other Required Reports. The Introductory Section includes <br />this transmittal letter, the City’s organizational chart, a list of principal officials, and a copy of the GFOA <br />Certificate of Achievement Award for the City’s 1995 Comprehensive Annual Financial Report. The <br />Financial Section includes the general purpose financial statements, the combining and individual fund <br />statements, financial schedules, and the Independent Auditor’s Report on the general purpose financial <br />statements. The Statistical Section includes selected fiiumcial and demographic information, generally <br />presented on a multi-year basis. The Internal Control Structure and Other Required Reports Section <br />contains various Independent Auditor’s report letters on internal control and legal compliance. <br />All City funds and account groups, departments, commissions, and other organizations for which the <br />Mayor and City Council of the City of Orono are financially accountable are presented in the City of <br />Orono’s Comprehensive Annual Financial Report. Included within the reporting entity is the Orono <br />Housmg and Redevelopment Authority, whose board is comprised of the mayor and council members. <br />There are no other organizations that when considered would be included in the general purpose financial <br />statements. <br />The City provide . a variety of municipal services. These include police protection, street maintenance, <br />buildii'ig inspection, planning and zoning, public improvements, general administrative services, public <br />water and sewer utilities, and a municipal golf course. The City contracts for fire protection from the <br />neighboring cities of Long Lake, Wayzata, Mound, and Maple Plain; and the City provides police <br />protection and/or building inspection services and/or animal control services to the cities of Long Lake, <br />Spring Park, and Minnetonka Beach. <br />-3- <br />Tclephone (612) 473-7357 • FAX 473-0510
