G) <br />Title I - Telecominunicatioii Services <br />Part II of Title I addresses Development of Competitive Markets. Sections of <br />particular interest address Interconnectivity (§§ 251. 256), Removal of Barriers to <br />Entry and proceedings thereunder (§§ 253, 257), Universal Service (§ 254). and <br />Infrastructure Sharing (§ 259). <br />Title II - Broadcast Services <br />This section is less relevant to the land use aspects and applications of the Act. <br />It addresses areas such as ownership § 202) and licensing (§§ 203, 204) of <br />frequencies on the broadcast spectrum, direct broadca.ct satellite (§ 205), as well <br />as broadcast spectrum fle.xibility (§§ 201, 336). <br />Title III - Cable Services <br />Title III addre.«!«es Cable Act reform (§ 301), cable services that are provided by <br />telephone companies (§ 302), and video programming services provided by <br />telephone companies (Part V of this title). <br />Title IV - Regulatorv ’ Reform <br />Regulatory reform under this title includes regulatory forbearance (§ 401), <br />competition in provision of telecommunications services (§ 10), regulatory review <br />and relief (§ 402) and reform (§ 11) as well as elimination of unnecessary <br />regulations (§ 403). <br />Title V - Obscenity and Violence <br />This section addresses in Subtitle A, obscene, harassing, and wrongful utilization <br />..r telecommunications facilities. <br />Title VI - Effect on Other Laws <br />This section addresses applicability of consent decrees and other laws (§601) and <br />issues relating to preemption of local ta.xation with respect to direct-to-homc <br />services (§ 602). <br />Title VII - Miscellaneous Provisions <br />Pole attachments (§ 703) and Facilities Siting (§ 704) are among the topics <br />covered by this Title.
