C. Disturbance of wetland and forest areas shall be limited to those areas shown <br />on the approved grading/landscaping plans in order limit the expansion of exotic plant <br />species within the site, and such species shall be subject to ongoing monitoring, and be <br />removed by the applicant when detected. <br />D. Native plant materials shall be utilized in plantings along forest and wetland <br />edges. <br />5. SURFACE WATER RUNOFF QUALITY/QUANTITY <br />A. DRAINAGE. The drainage plans for the site (Exhibits B-3 through B-13A) <br />are approved subject to the following conditions: <br />i. Storm sewer lines shall be extended to the normal water level of the <br />wetlands or ponds. <br />ii. A drainage culvert along the north side of Co. Rd. 6 tc direct drainage <br />past the tunnel entrance shall be provided if necessary. <br />iii. Drainage easements shall be granted to the City over all drainageways <br />through the site. <br />B. WETLANDS. Wetland variances and mitigation are approved as noted in <br />condition 3.C above. The proposed sectional weir for controlling the elevation of Wetland <br />#17 in Medina (Exhibit B-10) shall become a condition within the Developers Agreement, <br />although the City recognizes that said wetland and control structure are located within the <br />City of Medina and subject to Medina's jurisdiction. <br />C. SURFACE WATER QUALITY. Applicant shall provide evidence that <br />the appropriate permits have been obiwined from the Minnehaha Creek Watershed <br />District, the Corps of Engineers, and the Minnesota DNR prior to City issuance of its land <br />alteration permit. Applicant shall use low-maintenance turfgrasses where feasible to reduce <br />fertilizer and pesticide needs. Applicant shall maintain the wetland buffers in a manner that <br />maximizes their filtration and nutrient uptake fimctions. Putting green subsurface drains <br />shall be located so as to discharge at a locations which allow infiltration through through <br />wetland buffers wherever feasible. Applicant shall adhere to the proposed Turf Management <br />Plan attached hereto as Exhibit C. Applicant shall obtain an NPDES permit from the <br />Minnesota Pollution Control Agency if required.
