You have also asked for more detail on the City's approval of specific land alterations to <br />be completed on the land side of the rip rap project. <br />You have already been advised that the City did not approve the original plan that would have called <br />for the filling of 30 cubic yards of material. This intense a filling project would have required a <br />conditional use permit and variance approval from the City of Orono. <br />Mr. Spartz and Bruce Vang, Orono's Building Inspector, have agreed that final land alterations <br />required to the land side of the rip rap will be approved by Bmce at the time of a site inspection. Mr. <br />Spartz has agreed to call Bruce when the snow has been removed and the distburbed area is ready <br />for restoration. Bruce has advised that it is impossible to make a determination but it is hoped that <br />the borrowing of fill will be limited to "a wheelbarrow full or two of black dirt". <br />It is difficult for staff to make any definite estimates as the information presented to the City is <br />limited to the cross section of the rip rap. We do not have a plan view, survey or topographic map. <br />At the time the snow is cleared away, the inspector hopes to be able to see what the shoreline <br />actually looks like. <br />The goal for the City and we hope for the landowner is to provide an appropriate amount of topsoil <br />so that groundcover is restored to all disburbed areas.
