ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 28,1997 <br />LwgriUi.r«ct:riNQ <br />MAY 12 1997 <br />CITY OF ORONO <br />7 <br />ROLL <br />The Council met on the above mentioned date with the following members present: Mayor <br />Gabriel Jabbour, Council Members J. Diann Goetten, Charles Kelley, Barbara Peterson and <br />Richard Flint. Representing Staff were City Administrator Ron Moorse, City Attorney Tom <br />Radio, Assistant Planning and Zoning Administrator Michael Gaffron, Planner/Zoning <br />Administrator Elizabeth Van Zomeren, Public Services Director Greg Gappa, City Engineer <br />Glenn Cook and Recorder Lin Vee. Mayor Jabbour called the meeting to order at 7:00 p.m. <br />(*#1) CONSENT AGENDA <br />All items were removed from the Consent Agenda. Items #9, 10, 17 and 24 were added to the <br />Consent Agenda. Goetten moved, Kelley seconded, to approve the Consent Agenda as amended. <br />Vote: Ayes 5, Nays 0. <br />APPROVAL OF MINUTES <br />(#2) REGULAR MEETING OF APRIL 14,1997 <br />Goetten moved, Peterson seconded, to approve the Minutes of the Regular City Council Meeting <br />of April 14,1997. Vote: Ayes 5, Nays 0. <br />PARK COMMISSION COMMENTS <br />Park Commissioner David Beal thanked Council for approving the upgrade of Antoine Park. <br />The Park Commission continues to study a tree policy/ordinance. He reminded Council that the <br />annual Park Tour will be the first Monday of June. <br />PLANNING COMMISSION COMMENTS <br />Lili McMillan of the Planning Commission had no comments. <br />PUBLIC COMMENTS <br />John Bessesen, 4500 North Shore Drive, gave a surrunary of water damage his property has <br />sustained as a result of surface water runoff due to development of the Tonkaview and Saga Hill <br />areas. Prior to 1988 their property had no water damage. 5 new homes have been built in the <br />Saga Hill area, one at a time, and none were required to do any on-site water retention. In 1995 a <br />heavy rainstorm flooded and contaminated the Bessesen well. Since they live on County Road
