ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 28,1997 <br />(#18 - Fox Hollow Plat - James Bruce - Continued) <br />Kelley moved, Goetten seconded, to allow the cottage to remain as an accessory structure with <br />the kitchen to be removed and the plumbing and heating to remain, and the cottage does not have <br />to be attached to the new principal structure. It was made clear that this approval was based on <br />the Council's general thinking about accessory structures at the time the Fox Hollow Subdivision <br />was approved, and did not reflect the Council ’s current policy regarding accessory structures. <br />Ayes 4, nays 0,1 abstain. Peterson abstained because she was not a Council member at the time <br />of the original approval. <br />(#19) KENNEL APPLICATION, 2695 CASCO POINT ROAD <br />Moorse noted that staff is recommending denial of the kennel license. <br />Peterson questioned how Council could deny this application. Moorse responded that there have <br />been denials of kennel licenses in the past. <br />Kelley asked for clarification of the definition of a "dangerous dog". He did not agree that <br />killing a cat makes the dog dangerous. <br />Moorse commented that there have been numerous complaints of this owner's dogs running at <br />large. The City has just found out that the owner has four dogs. <br />Jabbour moved, Goetten seconded, to approve the kennel license for John Redmond at 2695 <br />Casco Point Road with the condition that if there are additional violations of animal regulations <br />that the license may be revoked. Ayes 5, nays 0. <br />(#20) LORD FLETCHER'S REQUEST TO USE MUNICIPAL PARKING LOT <br />Moorse explained that Lord Fletcher's is requesting to use the public parking lot for another year. <br />Fletcher's has made significant improvements to the parking area. Lord Fletcher's will <br />communicate with the local merchants regarding parking needs. <br />Jabbour moved, Kelley seconded, to authorize Lord Fletcher's to use the public parking lot in <br />Navarre with the conditions that Lord Fletcher's will complete the painting/striping of parking <br />spaces, work with merchants, and be sure they are parking in the back of the lot. Vote: Ayes 5, <br />Nays 0.
