Plan and <br />prior Sugar Woods approval conditions. <br />Allow 'temporary' use of right-in, right-out <br />access directly to 12, until further development <br />causes frontage road to be built. <br />Background <br />In 1987 the City adopted Comprehensive Plan Amendment No. 2 (see Exhibit K of 3-13-97 memo) <br />which included the future development of a frontage road between Brown Road and Willow Drive, <br />paralleling Highway 12. The purpose of this planned frontage road was to reduce and/or eliminate <br />access directly to and from Highway 12, for safety and traffic flow reasons. <br />The plat of Sugar Woods, completed in July 1989, included tw'O commercially zoned parcels <br />*
