The bid opening is set for April 22. <br />In the past, the City has not mailed assessment hearing notices to property owners until the actual <br />bid amount is known. However, if the required 14-day notice is not mailed/published until after the <br />bid opening, the earliest practical hearing date would be approximately May 15. The 30-day appeal <br />period brings us to mid-June, with a construction start likely no sooner than the second week in July. <br />It is possible to gain two valuable weeks by holding the hearing in early May, which requires the <br />notices to be mailed based on the Engineer's estimated costs rather than actual bid amounts. The <br />attached resolution would establish an assessment hearing date of Tuesday, May 6, 7:00 p.m. <br />City Contribution Determination / Assessment Policy <br />In order that property owners be provided with assessment notices that reflect the City's intended <br />contribution, staff is reconmiending that the City contribute 25% of the Engineers estimate towards <br />this project. This amounts to a City contribution of $262,400. Council had previously discussed <br />a contribution in the range of 25-30%. The Engineer has indicated that he expects the actual bids <br />to be very near the estimates. If the bids come in low', the City contribution might be increased at <br />Council's discretion. If the bids come in high, the City contribution would have to increase to cover <br />the difference.
