TO:Mayor and City Council
FROM: Ron Moorse, City Administrator
DATE:March 14,1997
SUBJECT: County Road 19 and Townline Road
There have been preliminary discussions by both Hennepin County and Mn/DOT regarding the
relocation of County Road 19 in Independence and Maple Plain to McCulley Road and Townline
Road in Orono, to line up with County Road 29 in Maple Plain/Medina. The attached map shows
the current route of County 19 in red, and the proposed new route for County 19 in yellow.
The reasoning behind the plan is to relocate County Road 19 out of downtown Maple Plain thereby
substantially reducing traffic conflicts with Highway 12 in the downtown area. The discussions
regarding the relocation have also included a potential signalized intersection at the current Townline
Road/County Road 29 and Highway 12 intersection.
The proposal to relocate County Road 19 could have a substantial impact on Townline Road and the
residential properties adjacent to Townline Road. Townline Road is currently a substandard road
that is more gravel than asphalt pavement. The road currently serves low traffic volumes. If
Townline Road were to become County Road 19 the amount of traffic on the roadway would
increase ver>' substantially.
Before the plans for County Road 19 move along any further, the city needs to voice any concerns
it has regarding the plan. The property owners along Townline Road should also be advised of the
plan.
