Thies, Chair, Lake Minnetonka Communications Commission <br />and Attached Resolution Regarding an Amendment to the Joint Powers <br />Agreement <br />Jim Daniels the Cable Administrator for the Lake Minnetonka Communications Commission has <br />requested an opportunity to present information to the Council regarding an expansion of the <br />function of the Lake Minnetonka Communications Commission (LMCC) to include placing the <br />LMCC into an advisory capacity to the cities to provide information and make recommendations <br />to the city councils regarding the full range of communications services. The current function of <br />the Commission is to administer the cable communications franchise for the cities. <br />The LMCC has been following the Federal Telecommunications Act of 1996 due to its impact on <br />cable services. In so doing, the Commission has developed a familiarity with the impacts of the <br />Federal Telecommunications Act on other types of communications services and has been able to <br />provide information to cities about aspects of the act that relate to other communications services. <br />Based on these recent activities, the Cable Commission is requesting the cities to consider placing <br />the Commission into an advisory position to inform the cities and make relevant recommendations <br />for City Councils to consider when potential communications services become available. In order <br />to do this the LMCC is requesting that the cities adopt a resolution amending the joint powers <br />agreement related to the LMCC to include tlie function of advising and providing <br />recommendations to the member cities regarding communications matters which may affect the <br />member cities. <br />Issues to address in considering this change are as follows: <br />1.How does the function of administering a cable communications franchise relate <br />the function of advising cities regarding other communications issues. Are these <br />substantially overlapping and compatible functions that can be accomplished more <br />efficiently if they are both the responsibility of one commission. <br />2.Will the current LMCC staff be able to handle the additional functions or will <br />additional staff and/or consultant time be required. <br />. \ <br />t <br />I
