1 <br />I. Introduction <br />The City Council has requested this report to determine the feasibility of constructing sanitary sewer <br />improvements for the Bracketts Point area, as shown on Figure 1. The lots are located in shoreland <br />making it difficult for homeowners to meet the 3 foot sepaiation between the seasonal water table <br />and their septic system. <br />The City of Orono conducted a study to determine if there were neighborhoods in Orono which <br />should be provided with municipal sewer rather than have the neighborhoods upgrade their existing <br />septic systems. Bracketts Point was one of the ten identified neighborhoods in Orono designated as <br />“rural” (unsewered) area. <br />Bracketts Point’s proximity to lake shore is the primary factor suggesting municipal sewer service <br />is preferable to long term septic system usage. Presently, 50% of the existing on-site systems are <br />non-conforming and 29% of the property owners on Bracketts Point have no alternate site available. <br />The City held a neighborhood meeting with the residents to attain input and develop a workable <br />solution for solving the problem. A majority of the residents have signed a petition to bring sanitary <br />sewer to their neighborhood. <br />This report describes the sanitary improvements required to completely serve Bracketts Point. The <br />proposed sanitary sewer and force main improvements are presented on Figure 2. The costs of the <br />proposed improvements are presented in the appendices and a cost summary is presented in the Cost <br />Analysis section. <br />j <br />Bracketts Point Sanitary Sewer Improvements
