Box 66 <br />Crystal Bay, MN 55323-0066 <br />Dear Residents of the Bay Ridge and Hartwood Neighborhoods: <br />The City Engineer has completed a Feasibility Report concluding that construction of sanitary sewer <br />and force main to ser\ e your neighborhoods is feasible from an engineering standpoint. In the Bay <br />Ridge area, sanitary sewer is preferable to the long-term use of septic systems, based on the <br />proximity to Lake Minnetonka and the relatively small lot sizes. Bay Ridge residents have expressed <br />strong support for installation of sewer. In the Hartwood area, while residents have not expressed <br />support for municipal sewer, sewer installation may be desirable in the future. Both neighborhoods <br />were recently approved by the Metropolitan Council for inclusion within the Metropolitan Urban <br />Service Area (MUSA) <br />The proposed project involves the construction of trunk lines with the capacity to serve both <br />neighborhoods, and lateral lines to serve just the Bay Ridge neighborhood at this time. Costs of the <br />project are summarized in the table below. There are 16 units in the Bay Ridge and Hartwood <br />neighborhoods proposed to be assessed for trunk improvements, with just the Bay Ridge area to be <br />assessed for lateral costs. As noted during neighborhood meetings held in 1995-96, the City will not <br />be contributing toward the cost of these improvements. The Citv Council has not determined <br />whether the trunk assessment for the Hartwood area will be deferred until such time that laterals are <br />installed.
