February 3, 1997 <br />Spring Hill EAW <br />Page 6 <br />appearance, these are not the degree of impacts envisioned by the EQB. <br />The EAW guidelines for 'Visual Impacts’ state: "Describe any non-routine impacts which may be <br />due *0 the emission of light from the project or due to a 'visual nuisance' caused by the project. An <br />example of a light emission project would be especially intense lights creating a glare problem for <br />pasing motorists. Examples of'.visual nuisance' would be lights on tall communications towers <br />intruding on the visual integrity of a scenic vista, or a very large water vapor plume from an exhaust <br />stack or cooling tower." <br />Item 28: This item indicates that the proposed use is consistent with the Comprehensive Plans and <br />zoning of the Cities of Orono and Medina. <br />Item 29: This item indicates that no new or expanded utilities, roads, other infrastructure or public <br />services will be required off-site to serv'e the project. The EAW guidelines lead staff to the <br />conclusion that the connection between Spring Hill's additional use of Spring Hill Road and the <br />potential need to reconstruct that road due to its poor condition, is not necessarily an impact that is <br />required to be noted in the EAW. However, as noted previously. Council may wish to discuss <br />whether a notation regarding this infrastructural improvement should be included in the EAW. <br />Item 30: This item discusses the potential cumulative impacts of the golf course project related to <br />the anticipated development of the surrounding area. <br />Item 31: This item notes there are no other environmental impacts which have not been addressed. <br />Item 32: This item summarizes the issues. <br />Staff Recommendation <br />Staff recommends acceptance of the text of the EAW for publication. Council should give special <br />attention to Items 22,26 and 29, and determine whether additional text should be added to the EAW. <br />Proposed motion: Moved by ___, seconded by ___to accept the text of the Spring Hill Golf Club <br />EAV/ and direct staff to forward the EAW to the Environmental Quality Board for publication and <br />proceed with the EAW process.
