February 3, 1997 <br />Spring Hill EAW <br />Page 4 <br />Item 15: This item confirms there are no impacts to numbers of watercraft on any waterbody as a <br />result of the project. <br />Item 16; This item provides soils information from the Hennepin County Soil Survey. <br />Item 17: This item details the extent and magnitude of excavation on the site, notes the steep slope <br />areas, and indicates Best Management Practices (BMP's) will be in effect. Council should note that <br />all soil excavated on the site will stay on the site, hence there should be minimal impact from truck <br />traffic on area roads during construction. <br />Item 18: THs section on surface water quality provides factual information about the watersheds <br />impacting and potentially impacted by the project. The text reflects the significant amount of <br />stormwater modelling, nutrient budget analysis and design detail that has gone into this project in <br />order to meet City and MCWD standards for stormwater runoff quality. <br />Item 19: This item provides information about the intended use of septic systems for the clubhouse, <br />maintenance facility and rest station. <br />Item 20: This item discusses potential sources for groundwater contamination at the site. <br />Item 21: This item provides information about solid wastes, hazardous wastes and storage tanks <br />associated with the project. <br />Item 22: This item provides an analysis of traffic impacts based on the intended level of use of the <br />golf course. Staff has discussed with applicants representatives on a number of occasions the City's <br />concerns regarding the proposed access to Spring Hill Road and discontinuation of the County Road <br />6 access. Staff concurs that the traffic volumes generated by the proposed relatively low level of use <br />as a private exclusive golf club, will not require the creation of new road corridors outside the site, <br />nor will it require the expansion of existing road corridors. The City has. however, identified related <br />roadwav concerns as follows; <br />- The condition of the existing road surface of Spring Hilt Road is poor, and upgrading that <br />road may involve a total reconstruction of portions of it. The impact of construction traffic <br />and the long temi impact of golf course traffic on the condition of Spring Hilt Road are as <br />yet unknown. <br />- The City has a long-standing concern about the safety of the Tamarack/County Road 6 <br />intersection, and addition of a golf course maintenance facility near that intersection will not <br />only generate additional traffic at that location but may have an impact on the future ability <br />to reconstruct the intersection if, for instance, additional right of way is needed in the future <br />for turn lanes; likewi.se, if the vertical alignment of County Road 6 must be lowered in the <br />I
