Request for Council Action continued <br />Page 4 <br />February 4,1997 <br />Zoning File #2199 Richard Bloomquist, Super Valu, 3333 Shoreline Drive - Commercial <br />Site.'Variances - Resolution ____________ <br />Description of Request <br />The 1,456 s.f. addition at northwest comer will have a future pharmacy with expanded retail <br />and storage. The 5,232 s.f addition at north and east will have a future bank, office, break <br />room, loading dock and warehouse area. <br />The applicant, Rick Bloomquist, advises that in order to meet both customer and community <br />needs, the proposed expansions are needed to improve existing services and provide area for <br />much needed new services. Bloomquist notes there is a definite need for a pharmacy since the <br />loss of Keavney Drug. The satellite bank may not be classified as a community need but will <br />serve as a major convenience to the Super Valu customer. The applicant is not able to provide <br />a name of the primary bank at this date. <br />Background on Former Variance Approvals <br />In 1988, the County completed major safety improvements at the intersection of 19 and 15 in <br />Navarre. The Super Valu lost some 8,120 s.f of area to the County improvements. This loss <br />had a major impact on the parking lot and pylon signs adjacent to road vay. The City granted <br />setback variances for the relocated pylon sign at the adjusted lot line and in addition, granted <br />a O' front yard setback (required = 20') for the parking lots adjacent to County Roads 15 and <br />19. <br />In 1991, Mr. Bloomquist received setback and off-street parking stall variance approvals for <br />a 47' X 120' addition at the west side that included a 28' x 15' receiving dock and retaining <br />wall at a maximum height of 17' along Kelly Avenue. In 1991 the required number of parking <br />stalls was determined to be 134 stalls. The variance was approved at 108. The City has <br />received no reports of parking problems within the Super Valu parking lot. Since the approval <br />of the variance in 1991. staff has limited accessor}' or independent sales operations within the <br />parking lot. <br />Discussion on Current V^ariance Request <br />A. Hard^'over. <br />In former variance reviews, the commercial property was not subject to hardcover <br />controls. Since 1992, the City adopted the Shoreland Regulations that would now <br />subjeet all eommereial properties within 1,000' of a protected lake to hardcover <br />regulations. Hardcover has increased 1,632 s.f or 1.3% over what the City had <br />approved in 1991. The increase results from the conversion of green area to paving <br />along the southeast side lot line adjacent to the bank property in order to provide <br />adequate area for maneuverability of trucks backing up to loading dock.
