L. <br />IV. Cost Analysis <br />Detailed cost estimates for the proposed improvements are presented in the appendices. These costs <br />include a 5 percent contingency, a 15 percent allowance for design, inspection, legal, and <br />administration costs, and a 5 percent allowance for capitalized interest and bonding costs during <br />construction. The costs are based on 1996 construction. The ENR index for January, 1997 is 5,751. <br />A summary of the estimated costs for the proposed improvements is presented in Table 2. <br />1 <br />Table 2. This results in a trunk and lateral charge of <br />$28,319 for each of the 15 services. <br />Bracketts Point Sanitary Sewer Improvements
