Request for Council Action continued <br />page 2 of 2 <br />February 5,1997 <br />County Road 15 Roadway Project - Orono Lane Intersection <br />city, the County has requested the Council adopt a resolution directing the County to construct <br />an acceleration lane east from the Orono Lane intersection on the south side of County Road 15. <br />County staff will be prepared to present information regarding the planned improvements related <br />to the intersection at the meeting. <br />Intersection Relocation Option <br />The option of relocating the Orono Lane intersection would provide a similar improvement in site <br />distance, but would have substantially greater impacts and costs as follows: <br />1. <br />2. <br />3. <br />The majority of the relocated Orono Lane would be built through a wetland. <br />The filling of the wetland would have to be mitigated. <br />Because the soils are poor under County Road 15 it is assumed the soils would be <br />somewhat similar under the relocated Orono Lane. This would require a more <br />expensive construction method such as surcharging. <br />4.The wetland area is heavily treed. The relocated Orono Lane would require the <br />removal of a substantial amount of trees which could substantially reduce the noise <br />and visual buffer the trees currently provide to the Orono Lane residents. <br />5.The relocation would require acquisition of a substantial amount of additional <br />right-of-way. <br />Staff Recommendation <br />Because the currently planned intersection improvements will provide adequate site distance with <br />substantially less impacts and costs than a relocation of the Orono Lane intersection, it is staffs <br />recommendation that the planned intersection improvements be constructed versus relocating the <br />intersection. <br />COUNCIL ACTION REQUESTED: <br />Motion to adopt a resolution directing Hennepin County to construct an acceleration lane east <br />from the Orono Lane intersection as part of the County Road 15 improvement project.
