MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING HELD ON JANUARY 13,1997(*#12) 1997 INSURANCE BID AWARDS(joetten moved. Kelley seconded, to award the insurance eftective January 1, 1997 to the League of Minnesota Cities Insurance Trust for the comprehensive municipal property and casualty package $60,207, for the umbrella excess liability $15,588, for the petroRmd I'eimbursement $649, for the open meeting law $698, for the boiler and machinery $1,204, and for the surety bonds, $995, and to award the golf course liquor liability to St. <br />Paul Fire and Marine Insurance Company, at a premium cost of $1,350. Vote: Ayes 4, <br />Nays 0. <br />(#13) DECLARATION OF COUNCIL MEMBER VACANCY - RESOLUTION <br />#3832 <br />Goetten moved, Peterson seconded, to adopt Resolution #3832 declaring a vacancy in <br />the office of council member of the City of Orono. <br />Jabbour asked the members of the Council what their vision is regarding filling the <br />vacancy. Peterson said she would like to see the vacancy filled as soon as possible <br />whether soliciting for new applicants or appointing a person who ran for the office. The <br />issue of whether to consider a person who had been on the ballot was discussed. <br />Peterson said she would recommend Richard Flint as he is well respected. <br />Kelley agreed noting the work accomplished by Flint on the Park Commission. <br />Goetten said she would also support the appointment of Flint as he is well qualified. <br />Jabbour noted that the appointment has not been discussed among Council Members or <br />the Mayor prior to the meeting. He also said he supports Flint. <br />Radio noted that the appointment is not on the agenda for this meeting. <br />Jabbour asked that the appointment be placed on the agenda of the next Council meeting. <br />(#14) ESTABLISH COUNCIL WORK SESSION ON 1997 GOAL SETTING <br />A work session will be held on January 30, 1997 at 8:00 a m. to discuss goals for the <br />year. Jabbour noted the importance of distinguishing between a general work session for <br />brainstorming and one of strategic planning. <br />(#15) NORTH FERNDALE ROAD IMPROVEMENTS <br />Kelley said he is not opposed to the project. He noted that he is concerned about the <br />timing because there are two large projects scheduled. He was concerned there would be <br />a deficit in the MSA budget for 1997. Kelley suggested the project be moved to 1999.
