2. Parking Lot Use. <br />’n .. .V . <br />i : <br />^ *.» <br />C:1 <br />5 # <br />%• r ••;% <br />The proposed lot will be used only by persons renting slips from the marina <br />manager. “Private - No Trespassing ” signs will be posted. Construction of this <br />lot will allow the marina to operate without obtaining a variance for parking for <br />the project proposed adjacent to Lak<’ Minnetonka east of Highway 15. These <br />parking spaces will also allow the entire marina (Minnetonka and Tanager) to <br />conform to existing parking ordinance requirements. <br />% <br />Variances Required. <br />1. Setback. <br />As noted, a portion of the road entrance and road connecting the entrance to the <br />lot will be within the 75 foot setback from Tanager Lake. The area falling within <br />the setback has been minimized and is required by Hennepin County to provide <br />sufficient sight distance for traffic. <br />2. Hardcover. <br />The proposed project would require a variance in both the 0-75 foot zone and <br />75-250 foot zone. The hardcover area within the 0 - 75 foot zone would be <br />3,295 square feet. According to the ordinance, no hardcover is allowed within <br />this zone without a variance so a variance would be required for the entire 3,295 <br />square feet. The hardcover area within the 75 - 250 foot zone would be 9,299^ <br />square feet or 53.57% of the total area within this zone. The ordinance allows <br />25% hardcover within this zone so a variance of 4959 square feet or 28.57% <br />percent would be required. (See hardcover calculation sheet). <br />Hardship/Description of Unusual Property Conditions. <br />The property has been used as a commercial marina for over 45 years. The <br />property is not deep enough to allow the construction of the parking area without <br />a hardcover variance The access road is required to encroach within the 0-75 <br />foot lake setback due to Hennepin County highway requirements for sight <br />distances for oncoming traffic and persons entering or exiting the lot. The <br />construction J^.dJs to the safety of marina operation by providing parking near <br />the slips located on Tanager Lake. Presently, marina customers must cross <br />Highway 15 to access the slips. This Highway is heavily traveled and poses a <br />safety risk to pedestrians trying to cross the Highway during certain times. The <br />extra parking provided by this proposal ensures that the entire marina <br />(Minnetonka/Tanager) meets all current parking ordinance requirements.
