The City must retain the authority to control hauling activity based oa weather conditions, <br />Parking Requirements for New Building <br />As a separate but related application, Genmar is proposing to remove the old brown building at the <br />northeast end of their property, and replace it with a smaller structure intended to serve as an office <br />for a new boat sales operation at the site. This marina was approved in 1989 for the minimum <br />required number of parking spaces absent any retail operation occurring on the property. The 111 <br />slips require 67 parking stalls at a required ratio of 6 stalls per 10 slips, and 68 spaces exist. The <br />addition of retail activity at this site will require an additional 8 parking stalls, and applicant <br />proposes to convert 12 slips from rental/lease usage to use for storing boats that are for sale. The <br />net result is a request for a 3 stall variance absent the ability to create additional parking on the west <br />side of the property. This is further discussed with the commercial site plan and variance request, <br />Application #2195. <br />Issues for Consideration <br />1.Absent the safety issue, would there be any justification for approving the severe land <br />alterations proposed in order to create a parking lot? <br />2.Are the hardships presented in support of the variances based on circumstances of the natural <br />land features, or merely a function of the over-use of this environmentally sensitive property? <br />3. <br />4. <br />Will granting of the variances alter the essential character of the locality? <br />Is the plight of the landowner due to circumstances unique to the property, or are the <br />circumstances created by the land owner? <br />5. <br />6. <br />Can the property be put to a reasonable use if the variances are not granted? <br />Would the City be better served by creating additional parking on the east side of County
