Gappa <br />Title Director of Public Services <br />Administrator Reviewed:Agenda Section: <br />Public Services <br />Item Description: Joint Project with the City of Plymouth for Ferndale Road Improvements <br />Background <br />This project is for the reconstruction of Ferndale Road from C.S.A.H. 6 to T.H. 12 along the <br />Orono/Plymouth border in 1998. The Ferndale project has been on the City's M.S.A. project list, <br />with construction planned for 1998, for several years. The roadway is in poor condition, and <br />prior to the Highway 12 corridor proposal that included the controversial interchange at Ferndale <br />and 394, there was strong interest in a reconstruction project expressed by residents adjacent to <br />Ferndale. Now that the interchange has been eliminated from the corridor proposal, staff expects <br />strong renewed interest in the project. <br />There have been several meetings between Orono and Plymouth City staff to discuss this project <br />(see attached letter from the City of Plymouth). Council action has also been completed to <br />incorporate the right-of-way for Ferndale Road into the City of Orono along the Orono/Wayzata <br />border. This action was completed to allow use of Municipal State Funds for the entire length <br />of the project. <br />In order to construct this project in 1998, the project design and necessary right-of-way acquisition <br />should be completed in 1997. <br />Staff Recommendation <br />At this time, staff recommends taking two preliminary steps toward preparing for the project. <br />1. Hold a public informational meeting for project area residents in the Cities of <br />Orono, Plymouth and Wayzata to solicit public comments. <br />2. Obtain a proposal for project engineering from Bonestroo. <br />After information from steps one and two are provided to the Council, staff will request the <br />Council to authorize the preparation of a feasibility study. <br />Both the Cities of Orono and Plymouth use Bonestroo, Rosene, Anderlik & Associates for <br />engineering, so this firm will be used for the engineering on this project. A joint e'^gineering <br />contract between the Cities of Orono and Plymouth and Bonestroo can be used for this project. <br />Funding <br />The use of Municipal State Aid funds is planned for this project. A listing of proposed State Aid <br />projects and estimated costs is attached for your information. This proposed plan shows a short­ <br />term deficit in the M.S.A. fund balance. Recent rule changes allow cities to advance-encumber <br />State Aid funds to be paid out of future annual M.S.A. allounents.
