Based on City's history of denial of 0-75' excavation to create walkouts, and based on the <br />goals and policies in the Comprehensive Plan, and based on the potential loss of an additional <br />tree, staff recommends denial of the grading to create a walkout in the northerly 0-75' zone. <br />Grading should be allowed, however, in the north 0-75' zone to fill in the basement of the <br />existing residence and grade it to match existing contours. <br />Options for Action
