Box 66 <br />Orono, MN 55323 <br />Phone; (612) 473-7357 Fax: (612) 473-0510 <br />MEMORANDUM <br />DATE:June 11, 1998 <br />TO:Chair Smith and Orono Planning Commissioners <br />FROM:Liz Van Zomeren, City Planner/Zoning Administrator <br />SUBJECT: Home Occupation Draft Ordinance <br />The Planning Commission has had several work session and public hearings regarding revision <br />of the current licensing and zoning regulations for home occupations. The proposed ordinance <br />is summarized as: <br />A. Definition <br />The amendment simplifies the definition of a home occupation and deletes all regulations from <br />ihe definition and organizes them in the accessory use section of the Zoning Code. <br />B. Purpose <br />The amendment includes a "purpose statement" which explains the intent of the amendment <br />and the concept that the home occupation is subservient to the residential use of the dwelling <br />unit. <br />C. Employees <br />The amendment expands the number of persons that can be affiliated with the home occupation <br />from only household members to one additional person who does not reside in the residence. <br />The amendment clarifies that domestic employees and day care is exempt from this section. <br />D. Building Modifications <br />The amendment states that a property owner cannot make changes to the structure that make it <br />look like a commercial use or so significantly change it that it would difficult to reuse the <br />building for residential purposes.
