The site <br />is located at 3280 and 3290 Northshore Drive (C.R. 51) east of Tonkawa Road(C.R. 135) in the <br />southeast quarter of Section 8. We have the following comments in regards to engineering matters. <br />1. Access: The private road on Outlot A does not meet the minimum width, design speed or right- <br />Qf.wiiy for a private road as outlined in the City Ordinance. The private road currently serves <br />4 homes and potentially would serve 7 or 8 homes. No more than two units may be served from <br />a private driveway. Private streets serving three to seven units must be paved 24 feet wide, more <br />than seven units require 28 feet. Due to the existing house locations it would be impossible to <br />meet all of the code requirements. We recommend a minimum pavement width of 24 feel and <br />minimum right-of-way width of 50 feet across Outlot A. The two driveways shown to serve the <br />site should be combined to form a single driveway at least 20 feet in width. The proposed <br />pavement at Unit No. 2 should be enlarged to allow for emergency vehicle turning movements. <br />The fire department should review the plans and provide comments. Plans should be submitted <br />to Hennepin County for their review. <br />2. Utilities: The proposed easterly realignment of the sanitary sewer falls within 6 feet ot an <br />existing home. The proposed alignment may need to be shifted westerly to_ allow for <br />construction. The existing overhead power may need to be relocated to allow for construction. <br />Utility construction plans should be submitted for review. <br />3. Grading: A grading and erosion control plan for the entire site should be submitted for review. <br />Erosion control measures should be in place prior to any grading, particularly along the <br />lakeshore. Additional erosion control will be needed during construction of the houses and <br />septic systems. <br />4. Drainage: The draft version of the City’s’ Comprehensive Storm Water Management Plan <br />(SWMP) shows that the site lies within the Maxwell Bay drainage districts.
