#2372 - Haglund <br />May 14, 1998 <br />Page 2 <br />Pertinent Facts and Issues <br />Septic Testing . <br />Lot 1 has tested primary and alternate drainfield sites, which are shown on the preliminary plat <br />drawing. Lot 2 has a relatively new conforming system with an alternate site indicated near the <br />south end of the lot. See Steve Weckman's report. Exhibit F. <br />Setbacks . <br />The existing house will meet the required setback from all existing and proposed lot lines. The <br />existing garage was granted location variances prior to its remodeling in 1991, and its relation to lot <br />lines does not change as a result of the subdivision. The proposed setbacks for Lot 1 appear to be <br />correctly oriented per City code requirements. <br />Wetlands. No wetland delineation report has been submitted. There are no wetlands mapped <br />in either the City inventory or the National Wetland Inventory for this property. The only potential <br />wetland is a small (less than 0.1 acre) low spot in the SE comer of Lot 1. This area is not expected <br />to be impacted by any development of the site, but might be improved to ser\ e as a sedimentation <br />or mnoff rate control basin for the site. A wetland delineation report should be required of the <br />applicant and if in fact a wetland is delineated, a covenant should be filed in the chain of title <br />warning future owners of approvals needed if that wetland is will be impacted by development. <br />Stormwater Plan. <br />No grading/drainage/stormwater plan has been proposed at this time, but will be required. The City <br />Engineer has been asked to review this plat, and his comments are attached as Exhibit G. Under <br />MCWD’s proposed Rule B changes, it is likely no stormwater ponding would be required for this <br />subdivision; however, the City engineer is recommending that some stormwater facilities be <br />provided. <br />Bluff/Woodland Impacts. <br />No part of the property is considered as bluff. No significant woodland will be impacted by the <br />proposed subdivision. Most of the north half of the site was formerly an open field which has <br />partially revegetated. <br />Park or Trail Needs. <br />The Park Commission at their May 4 meeting recommended that a park dedication fee be required <br />rather than land dedication.
