MN 55391 <br />DeMars-Gabriel Surveyors <br />ATTN: Russ <br />3030 Harbor Lane <br />Plymouth, MN 55441 <br />TYPE OF APPLICATION;PreL.ninary Subdivision/Conditional Use Permit <br />DATE OF MEETING: 3/16/98 VOTE:4 FOR 0 AGAINST <br />Planning Commission recommends the following: <br />Tabled for reasons noted below. <br />NOTES AND SPECIAL CONDITIONS: <br />Petition submitted by resident group (copy attached). <br />Planning Commission identified as an additional issue not identified in staff report <br />that the proposed duplex structure constitutes a lot coverage excess (22% proposed, <br />15% allowed). <br />Applicant indicated a willingness to reduce the size of the duplex building to be in <br />conformity. <br />Planning Commission members indicated support for crediting the area of <br />stormwater pond toward the "extra 50% area requirement" for the back (lakeshore) <br />lot. <br />Planning Commis:>,on concluded that the intent of the hardcover ordinance is met by <br />the current plan with no variance needed. <br />Planning Commission members generally expressed support for the site variances <br />necessary if the south lot was to be a single family dwelling, but not if it is to be a <br />duplex. <br />Given the choice of a denial recommendation for the current proposal with duplex <br />tabling so he could consider his options, applicant requested tabling. <br />Additional new issues identified related to the grading and drainage plan received <br />3/12/98 include: <br />Proximity of proposed road to neighbor's home, impact of grade changes. <br />Impact on neighborhood drainage pattern. <br />Note that City Engineer has not had time to review the plan. <br />•I
