Altered areas must be stabilized to <br />acceptable erosion control standards consistent with the field <br />office technical guides of the local soil and water conser <br />districts and the United States Soil Conservation Service; <br />f. Fill or excavated material must not <br />be placed in a manner that creates an unstable slope; <br />g. Plans to place fill or excavated <br />material on steep slopes must be reviewed by <br />continued slope stability and must not create finished slopes or <br />30% or greater; <br />h. Fill or excavated material must not <br />be placed in bluff impact zones; <br />i. Any alterations below the Ordinary <br />niah Water Level of public waters must first be authorized by t e <br />Co^issioner of the Department of Natural Resources under Minnesota <br />Statutes, Seciton 105.42; <br />j. Alterations of topography must only <br />be allowed if they are accessory to permitted or conditional uses <br />and do not adversely affect adjacent or nearby property; <br />3^, Placement of natural rock rip rap, <br />including associated grading of the shoreline and placement of ^ <br />niter blanket, is permitted if the finished slope does not exceed <br />3 feet horizontal to 1 foot vertical, the landward extent or th <br />rio r^D is within 10 feet of the Ordinary High Water Level, and the <br />heiqht^of the rip rap above the Ordinary High Water Level does not <br />.tt-.ed 3 feet. A rip rap permit shall be obtained Per the <br />requirements of Section 10.03, Subdivisions 22, 23 and 24 of this <br />zoning code. <br />6. Connections to Public Waters. Excavations <br />+-he intended ourpose is connection to a public water, such as <br />boat siins canals,' lagoons, and harbors, are prohibited above the <br />OrSnary'^llgh water Level. Such excavations below the elevation or <br />the Ordinary High Water Level are subject to <br />Department of Vtural Resources and other agencies with <br />concurrent jurisdiction <br />K Storm Water Management. The following general <br />and specific standards shall apply in addition to those standards <br />fSund in Sections 10.S5 and 11.41 of the Orono Municipal Code. <br />1.
