Planning <br />Commission should consider whether such screening may or may not be appropriate <br />in the context of the neighborhood, the ponding area, views of the rear of the <br />building, etc. <br />G. Building design and construction. <br />1. Exterior finishes. The B-5 District standards require that exterior wall <br />finishes on any building be either face brick, natural stone, or specially <br />designed pre-cast concrete units if the surfaces have been integrally treated <br />with an applied decorative material or texture or factor)' fabricated and <br />finished metal framed panel construction, if the panel materials are of any of <br />those noted above or glass. The B-5 standards allow other materials as may <br />be approved by Council. The proposed building has essentially a one story' <br />facade that has a brick veneer base with a natural color cedar shake siding <br />above, on the front. The shakes are not listed as an allowed facing <br />material and would require special approval. Applicant must provide <br />elevation views of all sides of the building, since it is critical to confirm a <br />consistent appearance, given a building that will be so visible from all <br />directions. <br />Architectural style. Applicant suggests the shake siding may help to provide <br />a reasonable transition to the residential neighborhood, but in staffs opinion <br />such a transition is more properly accomplished via site planning, landscaping, <br />and architectural sty ’le. In staffs opinion the building lacks character, and the <br />expanse of uninterrupted roof needs to be revisited, as well as the nature of <br />the facade. This site is an important and extremely visible location at the "hub <br />of Lake Minnetonka", and in context of future development and <br />redevelopment of Navarre, should serve to set the tone. Staff would question <br />whether the adjacent overdeveloped Culver's site has already established a <br />tone, perhaps not as positive one as might have been hoped for. <br />Planning Commission should make a recommendation as to whether the <br />exterior wall finish materials are acceptable, but should also discuss the nature <br />of this building and whether it fits the City's vision for this site. <br />2.Out buildings. The only outbuilding proposed is the trash enclosure, the <br />proposed design of which is not extremely detailed. It appears to be three <br />sided block enclosure screened with arborvitae, and doors opening to the <br />northerly parking lot.
