city councils as to the intent of the regulations. The primaiy concern is to allow people to work in <br />their homes provided that they do not create a nuisance situation for their neighbors. The home <br />occupation should overtake the dwelling unit but in all cases should function as a subordinate, <br />accessory use. <br />Employees <br />The current regulations do not allow employees who do not live in the dwelling to work in the <br />dwelling. The proposed ordinance allows one nonresident employee to work in the residence. No <br />distinction iZ made a? to what this person does in the dwelling or how long they may work. City <br />staff does not have the interest or capability of tiacUng how much time an employee spends at the <br />dwelling. If two or more residents have occupations in the dwelling, the number of nonresident <br />employees remains at one for the property, not one per occupation. This restriction is to limit <br />intensity and impact. <br />Exterior Alterations <br />The proposed ordinance does not allow the exterior to be changed to diminish the residential <br />character of the dwelling unit. The current ordinances does not specifically address this issue. <br />Interior Alterations <br />The proposed ordinance prohibits the residence from eliminating rooms that make a building a <br />residence such as a kitchen, living room, bathrooms and bedrooms. This restriction will ensure that <br />a residence is so significantly modified that it would be impractical for future sale or reuse as a <br />home. This will prevent commercial spaces being created in private residences. <br />Enclosed Areas and Accessory' Structures <br />The proposed ordinance distinguishes between urban and rural residential zoning districts for the <br />purposes of limiting the use of accessory structures. Urban residential districts are prohibited from <br />using accessory structures for home occupations. Rural residential districts under the proposed <br />ordinance would allow the use of accessory structures if two criteria are met. The home occupation <br />caimot create a negative impact on the neighborhood and the accessory structures shall conform to <br />other zoning regulations. <br />Outdoor Storage <br />The proposed ordinance prohibits and outdoor storage or display associated with the home <br />occupation. <br />Parking <br />The proposed ordinance requires that the parking for the principal residence be preserved and not <br />diminished by the home occupation.
