Orono City Council <br />Work Session Minutes <br />Monday, June 26, 2023 <br />Council Chambers <br />5:00 p.m. <br />Page 1 of 1 <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Alisa Benson, Richard F. Crosby II, Matt <br />Johnson, and Maria Veach. Staff members present were City Administrator/Engineer Adam <br />Edwards, Police Chief Correy Farniok, Finance Director Ron Olson, Fire Chief James Van Eyll, <br />Golf and Parks Superintendent Josh Lemons, and City Clerk Anna Carlson. <br /> <br /> <br />1. THC Legislation Update <br /> <br />City Attorney Soren Mattick presented an overview of the bill legalizing cannabis. He <br />noted the State created a rule-making committee that will develop details and rules <br />related to the new law. <br /> <br />There was some discussion about current standards and rules related to the new law. <br />Also discussed was the packaging used for retail of lower potency edibles, requirements <br />related to retail sales, zoning, and where consuming would be allowed. <br /> <br />Mayor Walsh noted that the moratorium may need to stay in place until the State figures <br />out how to regulate it, including the lower dose THC edibles. <br /> <br />Mattick will look into the possibility of extending the moratorium and if it can include <br />sales of lower potency edible products. <br /> <br />The council will revisit this item in a future Council Work Session. <br /> <br /> <br />2. Preliminary Budget Guidance <br /> <br />Finance Director Ron Olson discussed a high-level overview of the budget and budget <br />process. Currently staff has calculated where the levy should be, once the city adopts the <br />preliminary levy, it will not be able to raise it. The city may however go lower overall on <br />the final levy.
