Orono City Council <br />Work Session Minutes <br />Monday, July 10, 2023 <br />Council Chambers <br />5:00 p.m. <br />Page 1 of 1 <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Alisa Benson, Richard F. Crosby II, Matt <br />Johnson, and Maria Veach. Staff members present were Police Chief Correy Farniok, Finance <br />Director Ron Olson, Fire Chief James Van Eyll, City Planners Melanie Curtis and Natalie Nye, <br />and City Clerk Anna Carlson. <br /> <br /> <br />1. Cannabis Legislation Update <br />City Attorney Soren Mattick presented the Cannabis Legislation update to the City <br />Council. The current moratorium will expire at the end of July. He noted the city can <br />initiate a new moratorium on the cannabinoids, however the city will need to develop <br />licensing standards for hemp derivative products. <br /> <br />Police Chief Correy Farniok noted procedures will need to be established to make sure <br />retailers are staying compliant. <br /> <br />Mattick mentioned the ramifications allowed for Cities to use is limited but there will be <br />a process for reporting. <br /> <br />Council Member Richard F. Crosby II asked how can officer’s test for sobriety. <br /> <br />Farniok noted that field sobriety tests would be used to test levels of impairment. <br /> <br />Walsh noted that the next steps will be to start thinking about getting prepared for zoning <br />wisely and added that staff also look at what the legislature has in place and distinguish a <br />plan for Orono. <br /> <br />Council Member Veach asked if there is something the city could put together for <br />reporting non-compliance issues. <br /> <br />Meeting ended at 5:49 p.m. <br /> <br /> <br />CITY OF ORONO: <br /> <br /> <br />ATTEST: ________________________________ <br /> Dennis Walsh, Mayor <br /> <br />_________________________________ <br />Anna Carlson, City Clerk
