MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 14, 2015 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 1 of 39 <br /> <br />ROLL CALL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />Lili Tod McMillan, Council Members Jim Cornick, Jr., Lizz Levang, Aaron Printup, and Dennis Walsh. <br />Representing Staff were Finance Director Ron Olson, Community Development Director Jeremy <br />Barnhart, Senior Planner Michael Gaffron, Public Works Director/City Engineer Adam Edwards, City <br />Attorney Soren Mattick, and Recorder Jackie Young. <br /> <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />APPROVAL OF AGENDA <br /> <br />Item Nos. 15, 18, 21, 23, 25, and 26 were added to the Consent Agenda. <br /> <br />Levang moved, Cornick seconded, to approve the Consent Agenda as amended. VOTE: Ayes 5, <br />Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. REGULAR CITY COUNCIL MEETING OF AUGUST 24, 2015 <br /> <br />Levang moved, Cornick seconded, to approve the minutes of the Orono City Council meeting of <br />August 24, 2015, as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />*3. CITY COUNCIL WORK SESSION OF AUGUST 24, 2015 <br /> <br />Levang moved, Cornick seconded, to approve the minutes of the Orono City Council work session <br />of August 24, 2015, as submitted. VOTE: Ayes 5, Nays 0. <br /> <br />PLANNING COMMISSION COMMENTS – REPRESENTATIVE BRUCE LEMKE <br /> <br />Lemke stated he had nothing to report but would be available for questions. <br /> <br />PRESENTATION <br /> <br />4. 2016 PRELIMINARY BUDGET INFORMATION <br /> <br />Finance Director Olson stated this is a preview of the preliminary 2016 Budget that will be adopted by the <br />Council at its next meeting in September. The final tax levy and budget will be adopted December 14, <br />2015, and public input is allowed at the December 14 meeting. <br /> <br />Olson stated the preliminary tax levy to fund the 2016 budget is $4,954,480, which is an increase of <br />$182,480 or 3.84 percent over last year’s levy. A new levy item being added is a pavement management <br />levy, which is designed to provide funding specifically for road maintenance and is the City’s first step in <br />providing long-term funding of city roads. The increase in the levy will not increase the overall tax rate, <br />which will continue to be one of the lowest tax rates in the state. <br />
